The shorter answer: no. 

The understanding that I work under is that magic is one force that operates in the world, but on the physical plane we’re also operating under the laws of physics. You need to have a physical path for something to manifest in the physical world, and you can use a combination of physical/magical force (etc, depending on the “construct” you’re working with) to make that happen. 

The issue is twofold: the term “any” witch, and the term “everything” written. 

I’ll give a concrete example to make this easier: Your intent is to manifest $100 in the next couple days and you don’t have any paycheques coming or anything like that. 

The more pathways you have to make that happen, the more likely it is to happen by “physical” means, and the less “magic” force you will need to apply. If you have a job that offers bonuses, maybe you’ll get one in the next couple days. If you have a side-business, maybe you’ll see a big order come in for that amount from a new customer. If you have a grandma that randomly gives you money sometimes, maybe she’ll have the sudden urge to send something in the mail. If you have 0 pathways for something to manifest, all of the force that needs to be applies to get this $100 in the next couple days needs to be magical. That’s going to be a lot harder for any witch, but the more experience, talent, etc they have the better their chances of achieving that result.

With this being said, I’d suggest looking into Hypersigils and dedicating a notebook to just that and nothing else. This might be the closest thing to the thing being asked (with that said the above should be considered while creating said hypersigil).
